Veo's virtue — discipline — is also its ceiling. Sixteen million dollars of lifetime funding bought profitability but not scale: the company remains a fraction of Lime's size, and Lime now exits its IPO with hundreds of millions in fresh public currency to outbid rivals on city contracts, subsidize rider pricing, and refresh fleets — the exact levers that decide municipal RFPs. The city-contract model that protects Veo also concentrates its risk: exclusive permits are re-competed every few years by political bodies, and the same Denver process that handed Veo 9,000 vehicles in 2026 evicted the previous incumbents — proof the door swings both ways, and Denver alone now represents an outsized share of Veo's deployed fleet. Council approval there came days before launch amid local reporting on scooter crashes and safety concerns; one high-profile injury cluster or ADA lawsuit in a marquee market can flip a permit at renewal. The structural economics of shared micromobility remain thin even when positive — seasonal demand, vehicle vandalism and theft, battery logistics, and insurance costs mean EBIT profitability at Veo's scale is measured in single-digit millions, leaving little internal capital to fund the manufacturing capex its vertical integration requires as the fleet ages. Meanwhile the consolidation wave cuts both ways: Uber's pending $1.2B Voi acquisition and the Lime IPO signal that micromobility's endgame is platform attachment, where distribution through super-apps drives demand — and Veo, unaffiliated with any ride-hail platform, has no such channel. The realistic bear outcome is not failure but marginalization: a well-run, modestly profitable niche operator whose better-capitalized rivals buy the growth it declined to.
